So EW, the June 7th edition, has a whole article about: "Foul language. Raunchy Couplings. Gore galore. Suddenly there seems to be very little that's off-limits on TV."
I'll give you the hightlights as it pertains to Buffy:

When Sarah Michelle Gellar's Buffy wasn't in a naked clinch with Spike (James Marsters), her pal Willow (Alyson Hannigan) was skinning and setting fire to a nerdy nemesis on the May 14 Buffy the Vampire Slayer.

Though rules have relaxed considerably, most networks still employ standards and practices to screen out material seen as potentially objectionable, Buffy exec producer Marti Noxon says UPN censors have more qualms about Willow's romance with Tara (Amber Benson) than the show's campy violence or ravenous (straight) sex scenes- including that racy interlude last winter in which Gellar's slayer offered oral pleasure to Spike. Laughs Noxon, "Yeah, that one was pretty dirty."

The article contained a naked Spuffy picture to go along.
Then a side article about smoking, wait till you hear this, Marti is concerned about the social message her show sends, what you say? social message?

Producers typically defend each butt - to polster a mood, character flaw, or general realism. "Spike's smoking is absolutely iconic," says Buffy executive producer Marti Noxon. "None of our heroic characters do it, and it's definitely something we see as a thing that only the evil partake in. For better or wrose, cigarette smoking still seems like a rebellious thing."
